Ukrainian President Volodymyr Zelensky Asserts He Lacks Explicit Security Pledge from Allies

President Zelensky has stated that Ukraine's partners in Europe have failed to provide sound guarantees that they will protect his country in the event of a fresh offensive by Russia.

"I am asking this very question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on midweek.

These remarks follow a day after Britain and France inked a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a pledge at discussions held in the French capital on Tuesday.

Details of the Paris Talks

After the Paris talks, which involved some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said a significant number of soldiers may be sent.

Allies proposed that the US would take the lead in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

Moscow has thus far remained silent on the announcement made in the city of Paris.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "a vital part of our commitment to support Ukraine for the long-term".

He added: "It paves the way for the juridical structure under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

Zelensky hailed that accord as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I see the will, the political will, and that the allies are prepared, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"However, until we lack such security guarantees - formally ratified, endorsed by legislatures, supported by the United States Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

The Paris talks were also significant owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on finalizing security arrangements.

Recently, Zelensky said a peace deal was "90% ready".

Questions of land and security guarantees have been at the center of outstanding matters for diplomats.

Putin has repeatedly warned that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could redeploy its forces to an established line - but only if Russia did the same.

Russian forces currently controls about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts form the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - particularly targeting power facilities. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with drones, albeit with more limited success.
